The UN envoy to Libya Jan Kubis discussed with retired Major General Khalifa Haftar the unification of state institutions, especially the military establishment, while the head of the Libyan Presidency Council discussed reconciliation efforts during a visit to the eastern city of Derna.

In a tweet on Twitter, Al-Koni said that the meeting completes efforts to unify state institutions, and the military institution in particular, especially after the recent events in Chad.
The UN envoy went to Benghazi after meetings he held in Tripoli with Libyan officials, including the President of the Presidential Council, Muhammad Al-Manfi, and the President of the Supreme Council of State, Khaled Al-Mishri.
These talks come after developments that Haftar – appointed by the current parliament as commander in chief of the army with the rank of Field Marshal – considered a threat to the political process and the ceasefire in effect since last October.
These developments included military movements by Haftar’s forces, and the foiling of a visit that the Prime Minister of the National Unity Government, Abdul Hamid al-Dabaiba, would have made to the cities of Benghazi and Sirte, which are controlled by those forces.
Al-Mashri warned yesterday, Saturday, that Haftar’s failure to submit to any authority threatens the possibility of holding the elections scheduled for the end of this year.

Displaced and reconciliation
In a related development, the spokeswoman for the Presidency Council in Libya, Najwa Wahiba, said that the President of the Presidential Council, Muhammad al-Manfi, began a visit to the city of Derna (eastern Libya), where he met with civil and military leaders, and discussed files, including the return of the displaced and reconciliation.
The exile had previously visited other cities located in eastern Libya, including Tobruk, in an attempt to speed up reconciliation efforts after the formation of the current authority, which is supposed to lead the transitional phase until the holding of parliamentary and presidential elections on December 24 next.
The President of the Presidency Council and the President of the National Unity Government have repeatedly emphasized that reconciliation is among their priorities in the transitional period.

Hundreds of migrants rescued
On the other hand, the Libyan Navy Chief of Staff announced the rescue of more than 300 irregular migrants of different African nationalities off the coast of northwest Tripoli.
The Libyan Navy Chief of Staff – on its Facebook page – said that the migrants were on board 4 inflatable boats on their way to European shores.
The Libyan Naval Staff added that they would be handed over to the Anti-Illegal Immigration Agency.
