A senior official in the Federal Government Ministry spoke to Al Jazeera Net about the great embarrassment they feel about the decision issued by Hamdok, because it is “technically inconsistent, which makes the decision motives dependent on political dimensions.”
The peace agreement between the transitional government and the armed movements approved a federal system of government of 8 regions instead of the current system (18 states).
Last March, the head of the Transitional Sovereignty Council, Abdel Fattah al-Burhan, issued a constitutional decree establishing a federal regional system of government following the convening of the Governing System Conference, which defines the regions, their number, borders, structures, competencies, powers, levels of governance and administration.

Signs of objection
Al-Sadiq Adam Ismail, a member of the Central Council of the Forces of Freedom and Change and a member of the High Council for Peace, believes that it would have been better to wait until the convening of the ruling system conference, which will be held within 30 to 45 days.
In an interview with Al-Jazeera Net, he acknowledges that there is a delay in the timetable matrix related to the implementation of the peace agreement, but according to him, the timing imbalance is normal and should not cause a defect in the texts.
Ismail expects negative political results as a result of this appointment, which will manifest itself in the quarrels of the five states of Darfur, as well as the occurrence of political counter-mobilization.

Baroud Sandal believes that the appointment did not violate the agreement, because the peace agreement stipulated the establishment of the ruling system conference after 6 months, and if the conference was not established, the regional governance system may be activated within the seventh month.
He explains that it was the first for the government to prepare a draft law on regional governance in Darfur to define regional governance structures and specializations, and accordingly appoint the governor.
He continues, “Now the situation is upside down, and it seems that the government has caved in to pressure from Minawi, which means that it is a political appointment, but it is not against the law, despite the fact that the decision has an objective defect and may cause conflict between the ruler and the governors, and also there are fears in the states of withdrawing powers in favor of the region.” .

And he adds: Even assuming that the appointment is a merit in the peace agreement, we find that the agreement clearly states “restoring the regional system of government after the Conference on Governance and Administration.”
Existing structures
The member of the Central Council of the Forces of Freedom and Change affirms that according to his presence in all mechanisms for implementing the peace agreement, he expects that the appointment of Minawi as governor of the Darfur region will be a “suspended decision.”
He explains that there are governors and laws in effect, and Minawi will not be able to carry out his duties because he will clash with the current governors and structures.
Ismail flawed the beginning of the implementation of the peace agreement by placing the parties to the agreement in constitutional positions instead of starting with the mechanisms of reconciliation, the war crimes court, the land court in Darfur, and the establishment of structures and regions.
Baroud Sandal expresses his fear of creating problems instead of addressing them due to the appointment of a governor for Darfur without introducing this decision among the bases in the region, which has suffered from war since 2003.

It is expected that the government system conference, whose committees have been formed and whose workshops are operating in Khartoum and the states, will decide whether Sudan will implement the regional system similar to Darfur, or whether the situation will remain as it is in the state system.

In his telegram, Minawi said that providing security is at the forefront of the program of the next regional government, and stressed that the repair of the social fabric comes through social reconciliations.
He stressed that at this important historical juncture, he would spare no energy in advocating for the region’s issues and would respectfully listen to the voice of the people of Darfur in meeting their demands, stressing his keenness to include women and youth in all levels of government.
The governor of the region addressed the governor of Darfur, saying, “With this we expect from you a pivotal role in cooperation and solidarity together for the sake of the renaissance of Darfur.”
