An agreement to remove the movement’s leaders from the blacklist .. Will the Doha meeting end the dispute between the Taliban and Washington?

The spokesman for the Taliban’s political office, Muhammad Naim, confirmed that a five-year meeting was held in Doha, during which it was agreed to remove the movement’s leaders and members from the blacklist, release the remaining detainees and stimulate the peace process.

Speaking to the episode (4/30/2021) of the “Beyond the News” program, he added that removing the movement’s leaders from the blacklist was part of the Doha Agreement, but the other party was late in raising them, and today’s meeting stressed the need to actually start removing them, and work to implement the rest Terms of the agreement.

He added that the meeting – which brought together the US envoy to Afghanistan Zalmay Khalilzad with the head of the Taliban’s political bureau, Mullah Abdul Ghani Baradar – discussed the reasons for the delay in implementing the terms of the Doha agreement, noting that the movement welcomes the start of the withdrawal of foreign forces from Afghanistan, expressing regret for the delay in implementing the withdrawal, accusing Washington Not to respect the covenants.

The Taliban had talked about a five-way meeting that included representatives of the movement and the envoys of Russia, Turkey, China and the United States in the Qatari capital, Doha. She added that the meeting agreed to remove the names of Taliban leaders from the blacklist, and to release the remaining detainees in government prisons in Kabul.

For his part, David Sydney, the former deputy assistant secretary of defense for Afghanistan affairs, said that his country believes that Afghanistan is no longer important to it, so it decided to withdraw, and the issue remained Afghanistan: Is the Taliban ready for dialogue with the government in Kabul or will it stick to violence in order to seize power? As he put it.

Sydney made it clear that his country does not have any vision about Afghanistan after the withdrawal, and it will leave the form of government to the Afghan government and people, and will pay some financial aid to them, and Washington decided not to confront the Taliban because it does not threaten US national security, and China, Russia and India must deal with what he called the threats that may be Issued from Afghanistan.

In turn, the chief researcher at the Institute for Dialogue of Civilizations Alexei Malashenko said that Russia’s role in the negotiations between the Taliban and America is exaggerated because Washington is in control of the path of these negotiations, but Moscow’s presence in them is a guarantee for the implementation of the agreement that will be reached, and proves its interest in the peace process.

Malashenko concluded by saying that Russia will maintain a role in the Afghanistan peace process, and it is difficult to determine its size now, just as China’s role in these negotiations is not clear yet, while Beijing is seeking to obtain a role after the completion of the peace process, and the form of the next government in Afghanistan will determine the role that Beijing is playing.
